ASTM - Property Condition Assessment

An ASTM Property Condition Assessment or ASTM PCA is a specific kind
of due diligence, pre-purchase, pre-lease, or post-lease inspection,
performed according to a specification developed by ASTM or the
American Society for Testing and Materials. The purpose of this
specification is to "define good commercial and customary practice
…for conducting a baseline property condition assessment …of
improvements located on a parcel of commercial real estate by
performing a walk-through survey and conducting research as outlined
in the guide." Additional information and a copy of this guide can be
obtained from
ASTM.
An ASTM PCA differs from the TREC Basic Report
in that the ASTM PCA also includes detailed document reviews,
personnel interviews, and probable costs to remedy physical
deficiencies, plus other requirements listed in the specification. An
ASTM inspection also cost more. |
The building code used to check many commercial
properties is
the International Building code and The National
Electric Code.
Special applications use additional codes for plumbing,
structural, and fire protection.
Attention is given to any potential safety concern.
Your inspector will be very trained in all the necessary
areas for a comprehensive inspection.

to accompany the inspector during the inspection. This will give you a
chance to ask questions and become familiar with the systems in your
building.
We inspect all the structural
elements and systems in the building, and operate/test everything that
is possible and safe to test. (Clearly, an air conditioning system can't
be tested in the winter and a heating system can't be tested easily in the
summer, etc). If the heating is run during the summer, the occupants of
the building will be quick to complain about the excessive temperatures.
If the air conditioning is run with a temperature below 60 degrees F.
the system can be damaged.
If there is specialized machinery or
equipment, then you or someone who knows how to operate it must be
present if that equipment is to be tested.
You may include or exclude anything
in the building from the inspection and the report.
Items that will typically be included
in an inspection are:
Foundation and/or basement
Roofing
Exterior, walls, siding etc...
Water supply systems and piping, including water towers, where installed
Fire Protection systems including sprinkler systems, if installed

The project was related to creation of company standards for
the engineering department. My specific goal was to document previous efforts
in organization and programming a clean interface between the standard AutoCAD
platform under Unix and a front end preprocessor running under a mainframe operation
system. The AutoLisp interface driver programs used frequent file I/O processes
to generate fabricated sheet metal building drawings.
Code was created to have the user input the basic
requirements for these buildings that could be generated with up to thirty
bays. Typical layering and views were generated for end wall and side wall
elevations, roof plans and anchor bolt details. Other sections related to the
frame structures and cross sections. All the building members needing
fabrication were attributed to create a standard bill of material system. Civil
details for skirts and rebar details were indexed to give the client sufficient
information to lay cement foundations. A set of details for a generic three bay
building could be created in approximately fifteen minutes.
